Agriculture Secretary John Block an other USDA officials took the position in the farm bill conference that the sugar provisions had to be changed for presi- dential approval. USDA contended that the sugar program would have a profound impact on U.S. relations with Third World sugar growers who rely on sales here. "My cuestion is," Breaux asked. "What about the profound effect on American sugar farmers if we give up our own sugar program?
