Becnel & Vision analysis • Contact lenses announces candidacy • Preventtve Optometry New Orleans -- C.J. Becnel, a farmer and businessman from Belle Chasse, announced his candidacy today for Commissioner of Agriculture. Becnel began immediately chastising incumbent Commissioner Bob adam on his performance in office. Said Becnel, "Instead of crops, scandal has been the harvest of Bob adam's tenure as Com- missioner of Agriculture. How can the public have confidence in a commissioner whose top appointee is indicted by the United States Justice Department and convicted for public bribery? How can the public have confidence when 73 percent of the Department's non- Civil Service employees endorse campaign loans followin g their appointments How can the public have confidence when patronage of legal business from the Department soars from $66,794 in 1979 to $141,076 in 1983? "l believe it's time we restore public confidence in the Department of Agriculture. I believe it's time for a Commissioner of Agriculture whose. only interest is serving farmers and consumers, and not politicians. "For these reasons, l am a candidate for Commissioner of Agriculture." In the Bayou Room of the Fairmont Hotel, Becnel told friends and re- porters that adam has "total dis- regard for Louisiana's environmental quality." To emphasize his point, Becnel cited the Commissioner's vote as a member of the louisiana Environmental Control Commission to approve the application of the IT Corporation to build the worlds largest hazardous waste treatment and disposal facility near Burnside. Said Becnel, "Bob adam voted to clear the way for his financial con- tributor, Shelby Robert, to sell his property to the IT Corporation. [ believe Bob adam violated the spirit of the law. "'I don t intend to suggest that Louisiana doesnt need facilities to properly treat its hazardous waste. But in view of the geological surveys which clearly call the Burnside site a threat to the drinking water of the entire Greater New Orleans area, one wonders why at Burnside and not another site. Could it be that Bob adam's contributors didn't own any alternate sites? Clearly, something is rattan in Burnside!' On several occasions. Becnel and adam opposed each other on the use of herbicides and pesticides con- taining dioxins, Becnel noted one specific incident in which he and the Commissioner shared opposite viewpoints. Said Becnel, "The Commissioner fails to recognize the hazards of "lioxin-contaminated herbicides to farmers and consumers. In 1981, adam testified before a natural resources subcommittee that he had no personal knowledge of crop damage from herbicide drift. Yet my own testimony immediately following the Commissioner produced certified court documents from Tangipahoa Parish where adam received in 1977 a $300 fee for his "expert test!many on behalf of a local farmers group that was awarded damages from the State Highway Department for herbicide drift damage. "Please understand that my candidacy is not a campaign against the use of all pesticides and herbicides. Remember, I am a farmer. I know the value of chemicals when properly used. But, we can no longer ignore the environmental impact of dangerous dioxins." As Becnel neared the end of his address, he promised a new day for farmers and consumers in Louisiana. Said Becnel, "A farmer always looks forward to sunrise - a new day on the horizon, l believe my candidacy speaks of a new day in Louisiana politics. "'I promise to work with farmers to protect their crops and not destroy them. I'II work out a rational policy of pesticide use to protect our crops and still protect the environment from the devastation of harmful dioxins. "'I'll strive to bring innovation and high technology to the farms to increase productivity; and F]I work to expand new markets for Louisiana farm goods. I will bring honesty and integrity to the high office of Commissioner; and I will strive to retain the confidence of farmers and consumers in their Agriculture Department. "Today, the battle to put Louisiana farmers and consumers first ...... begins." Becnel, 57, is a Democrat. The primary election for Commissioner of Agriculture is scheduled for October 22. 1983.
