Ragusa and the Board of Aldermen of the Town of Inde. ~m~dence, La., met in a regular meeting on Tuesday, October 14, 2014. Roll Call was read by Town Clerk, Rhonda Crocker, Quorum was present. Prayer was led by Jimmy Wess and Reverend Mitchell. P]edge was led by Dale Brouilette. Present' Mayor Michael A Ragusa, Aldermen Calvin Batiste, Michael Mus- '~rello, Jammy Gregory, Angel# ManninG, and Town Attorney Brett Duncan and honda Crocker Absent: Larry Cardaronella i NEW BUSINESS: Motion was made by Jimmy Gregory, seconded by Mike Muscarello to amend ~hc Agenda to include the Resolution making application to the Board State Bond Commission for consent and approval of the issuance of not exceeding $150,000 of Limited tax Bonds, Series 2015. Owner for Jamiah Snowballs did not appear for the meeting- tabled till November 11, 2014. A motion was made by Angel# ManninG, seconded by Jimmy Gregory to approve the prior meeting minutes from September 23, 2014. Yay-Mike Muscarello, Jimmy Gregory, Angel# ManninG, and Calvin Batiste. Nay-None Absent- Larry Cardaronella Motion was passed Motion was made by Jimmy Gregory and seconded by Calvin Batiste to table the discussion and approval for Jamiah Snowballs Owner for Jamiah Snowballs did not appear for their Occupational License - tabled till November 11, 2014. Yay- Jimmy Gregory, Angel# ManninG, Calvin Batiste and Mike Muscarello. Nay-None Absent- Larry Cardaronella Motion was passed A resolution was read by Chief Frank Edwards. A Resolution making applica- tion to the State Bond Commission for consent and approval of the issuance of not exceeding $150,000 of Limited tax Bonds, Series 2015 of the Town of Independence, State of Louisiana and providing for the employment of bond counsel and other matters in connection therewith. Motion was made by Calvin Batiste, seconded by Jimmy Gregory. Yay- Jimmy Gregory, Angelo ManninG, Calvin Batiste and Mike Muscarello. Nay-None Absent- Larry Cardaronella Motion was passed A unanimous consent to allow the Mayor to enter into a contract with the Tan- gipahoa Parish Animal Control and to deduct the months of August and September of 2014 was made by Jimmy Gregory and seconded by Calvin Batiste. Yay- Angelo ManninG, Calvin Batiste, Mike Muscarello and Jimmy Gregory. Nay-None Absent- Larry Cardaronella Motion was passed A motion was made by Jimmy Gregory and seconded by Calvin Batiste to allow the Mayor to enter into a contract with the Tangipahoa Parish Animal Control less the adjustment for two months on non service. Yay- Angelo ManninG, Calvin Batiste, Mike Muscarello and Jimmy Gregory. Nay-None Absent- Larry Cardaronella Motion was passed OLD BUSINESS: Motion was made by Calvin Batiste seconded by Mike Muscarello to allow the Mayor to enter into a Cooperative Endeavor Agreement with the Tangipahoa Par- ish Rural Fire Protection #2 as presented with the necessary amendment to insure that the outstanding loan note is paid. Yay- Calvin Batiste, Mike Muscarello, Jimmy Gregory, Angelo Manning and Larry Cardaronella. Nay-None Absent- Larry Cardaronella Motion was passed Motion for the consideration Ordinance# 14-376 to amend the Code of Ordi- nance and establish Section 34-66, thereof, Regulating Logging Operations, the Construction of Access roads and landing pads at logging sites and regulating the construction of access roads to oil and gas well drilling sites within the Town of Independence was made by Jimmy Gregory, seconded by Calvin Batiste. Hickory Street, Ponchatoula, Louisiana. Ms. Lee Barends gave the invocation and Commissioner Bill Joubert followed with the Pledge of Allegiance. Commissioners Present: Don Boihem, Ernest Drake, III, Daryl Ferrara and Bill Joubert Absent: Commissioner Lueas Watkins Others Present: Patrick Dufresne, Port Director; Helen Muller, Secretary; Bill Po- land, Lee Barends, Wayne Ricks and Bryan T. McMahan, The Ponchatoula Times All visitors were introduced and welcomed. Hearing no public comments, the president then asked for a motion to adopt the meeting agenda. It was moved Commission Ferrara and seconded by Commissioner Drake that the Commission approve the September 16, 2014 Agenda, as presented. Motion passed. Yeas 4: Boihem, Drake, Ferrara and Joubert Nays: None Absent: 1 Watkins APPROVAL OF MINUTES It was moved by Commissioner Drake and seconded by Commissioner Joubert that the South Tangipahoa Parish Port Commission adopt the minutes, as presented, of its Regular Meeting held August 18, 2014. Motion passed. Yeas 4: Boihem, Drake, Ferrara and Joubert Nays: None Absent: 1 Watkins TREASURER'S REPORT: Ms. Lee Barends, with ITL Accounting reported on the Income Statement and Bud- get vs Actual Reports for the month ending August 31, 2014, reporting that the total revenues were $ 27,214.02 and the total expenses were $44,681.35, leaving a negative net income of $17,467.33. The negative figure pertained to the additional port Site & Property Maintenance and Marketing Expense items. Additional expenditures were in- curred to facilitate the ports operations. Also presented for the Commissioners' review was an Income Statement Compared with Budget Report and a Balance Sheet for the period ending August 31, 2014.
