There will be a meeting of the Ponchatoula Historic
District Commission at Ponchatoula City Hall starting
5:30 p.m. on Tuesday, November 5.
', Topics on the agenda include a discussion of painting
and signage in the Ponchatoula Historic District.

" CHAIRMAN AND BOARD
The PARD #1 held a regular meeting on Thursday, August 15, 2013. Dufreche
~alled the meeting to order at 6:35 p.m. and roll was called.
Present: Dufreche, Rocquin, Fletcher, Palmer
Absent: Amerson

ii After reviewing the minutes, Fletcher made a motion to accept the minutes
~rom July 18, 2013. Palmer seconded the motion. There being no discussion, all
board members present were in favor and the motion was passed.
i Brignac presented the financial review to the board. After a review, Fletcher
made a motion to accept the financial review. Palmer seconded the motion. There
being no discussion, all board members present were in favor and the motion was
passed.
Under the Chairman's Report, Dufreche discussed the 10 mill 2015 tax renewal.
He discussed with the board the cost of the renewal on election ballot if it is the only
item on ballot compared to during a general election. There was also a discussion
of increasing from 10 year to a 20 year millage to allow PARD to qualify to obtain
~onds for future land purchases, etc. Dufreche discussed with the board the leas-
ing of the right-a-way near event building. Dufreche mentioned that Ponchatoula
Youth Baseball/Softball will supply security for after season games.
Dufreche reported that the bulkhead project was going full speed. He also re-
ported on the barn and stated the barn had been prepped with good treated mate-
rial and the whole standing side had been wrapped in front and back. Dufreche ex-
pressed he would like to see a new roof put on the barn as a future project. He also
informed the board Raymond's Dozer will be prepping for asphalt to be put down by
~he parish. The asphalt project should be completed by the end of September.
Under the Park Supervisor report, Stevens reported Swampland is ready for
gravel down at the bottom of the bulkhead so that water can drain out of the weep
holes and not be trapped behind the bulkhead. Stevens reported Hill's last day
was the previous Thursday and Vampran's work hours will be reduced once college
classes start. Dufreche expressed that he has been pleased with the part-time help
this summer. Stevens reported one set of football bleachers was completed and
the goal post is in the process of being re-painted. Dufreche expressed his concern
that the shade coverings will not work for the football bleacher area due to the way
the sun comes in. This method would not be helpful until around noon time. We
~vill have to look into other solutions. Stevens mentioned problems with gum in
the park. Dufreche stated gum will no longer be sold after the inventory has been
depleted. Stevens reported the football concession has been re-painted. Rocquin
mentioned the bathrooms look really good.
The board discussed the upcoming MMA Fight. Dufreche mentioned the tables
and chairs ordered had been delivered.
The board discussed the progress of the 2013 Capital Projects. Dufreche re-
ported we are waiting on bids for the 2,000 Sq. foot storage building. We are also
waiting for bids for the 30 x 80 Pa~lion on the Dottolo Property with a set of rest-
rooms on the end and a small control room between the bathrooms with a sink and
refrigerator. Dufreche reported water will come from Sister's Read for the Pavilion
area. He also stated the septic tank will not be part of the bid. The board discussed
specifics regarding the storage building and the pavilion. The board discussed
signage for the park to designate field parking lots. The board decided that the sig-
nage will be postponed and be looked at as an option for Capital Projects in 2014.
The board discussed the Artisan Pyrotechnico contract for next year; Dufreche
informed the board two - 10's were taken out of the bid and an there was an in-
crease of $500 compared to last year's bid. Dufreche expressed that he wants the
two 10's put back in. Rocquin made a motion to accept the contract from Arti-
san Pyrotechnico under the condition they put the two - 10's back in the contract.
Palmer seconded the motion. All board members present were in favor and the
motion passed.
Brignac presented a letter from The Ponchatoula Times to be the Official Jour-
nal for Ponchatoula Area Recreation District No. 1. Palmer made a motion to ac-
~ept The Ponchatoula Times as the Official Journal. Fletcher seconded the motion.
All board members present were in favor and the motion passed.
, Dufreche discussed the 2014 World Series to be held at the PARD facility and
~he bid meeting taking place in Georgia in September. He stated PARDs obligation
i~ to provide the fields necessary including lights and the gymnasium for the ban-
quet. Dufreche mentioned Dr. Bill Wheat will be present at the World Series Bid
~neeting as well as members of PYB/S. Greg Fletcher stated he might be available
4o attend the meeting.
Rocquin made a motion to adjourn. All board members present were in favor
and the motion passed. The meeting adjourned at 8:05 p.m.

ORDINANCE NO. 710
AN ORDINANCE TO AMEND ORDINANCE 495(ZONING
ORDINANCE) CHANGING THE OFFICIAL ZONING MAP
FOR THE CITY OF PONCHATOULA
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF
THE CITY OF PONCHATOULA, LOUISIANA, THAT:
The zoning classification for the parcel described below is hereby changed as
follows:
0.49 acres, being tract 2 in sec 7 T7SRSE B1258 P288 P1275, Ponchatoula, LA,
located at 180 N. Eleventh St be changed from A-10 (Mobile Home/Manufactured
Home District) to C-3 (Neighborhood Commercial) on the official zoning map for
the City of Ponchatoula
This ordinance shall take effect and be in full force from and after its date of
publication, as required by law.
A motion was made by Mrs. Hills to adopt the ordinance and was duly seconded
by Mr. Toomer.
This ordinance has been introduced on September 9, 2013, by Mrs. Hills, notice
of public hearing having been published, said public hearing having been held, and
been read by the title at a regular meeting of the City Council on October 15, 2013
and called for final passage and having been put to a vote,

APPLICATION AVAILABLE FOR REVIEW
The City of Ponchatoula announces that an application for FY 2014 -2015 Loui-
siana Community Development Block Grant (LCDBG) Funds will be submitted for
the following:
Activity: Wastewater Treatment Facility Improvements
Objective: To provide modifications it the City's Wastewater Treatment Facil-
ity. Presently the facility is under a DEQ Administrative order for periodically
not meeting permit discharge limits. The proposed project will provide needed im-
provements that will cause the facility to consistently meet permit limits.
Location: The Target area consists of the entire corporate limits of the City of
Ponchatouia. The facility is located south of the City on US Hwy 51.
Amount: $1,106,500 - ($1,000,000 LCDBG, $106,500 Local Match)
All citizens, particularly persons of low to moderate income residents of blighted
areas are encouraged to submit their views and proposals by November 11, 2013 to:
Mayor Bob Zabbia, 125 West Hickory Street, Ponchatoula, LA 70454.
The application is to be submitted to the LA Division of Administration, Office of
Community Development, on or before November 21, 2013. A copy of the applica-
tion is available for review at City Hall between the hours of 9:00 AM and 4:00 PM
Monday through Friday.

Garden of the Month
Special to The Times
The gardens of C.J. and Susan Ford at 41331 Covey Run have
earned the owners the October Garden of the Month Award from
the Gardenettes of Ponchatoula.
From the street an observer's eye is drawn to the triangular
shaped garden between the sidewalk and the driveway where
azaleas, Indian hawthorns, red holly, and juniper abound. Inter-
spersed in the front of the bed are agapantha, Aztec grass, and
fall-colored chrysanthemums. Ginger is tucked in the back corner,
providing a brightly colored backdrop.
Continuing around the side of the house are azaleas, hawthorns,
and junipers ending at a fountain surrounded by loropetalum and
ginger. Not far away is a covered swing for relaxing and enjoying
the soothing sounds of the fountain. Beds along the opposite side
of the driveway contain hawthorns, crape myrtles, and knockout
roses with coreopsis as bedding.
On either side of the home's entrance are spruce and crape myr-
tles. A magnolia has been placed at the corner. A pear tree and
crape myrtle, which anchor more beds in the front, are surrounded
by boxwood, daisies, and taurus. Metal sculptures are randomly
placed throughout the gardens.
Much to the delight of their neighbors, the Fords share the fruit
of their labors in the evening. Lighting by C.J. strategically placed
throughout the gardens provides a beautiful display. Susan said
a neighbor told her she should have a Garden of the Month sign
in her yard, so she is delighted and honored with the Gardenettes
award. The Gardenettes are members of the District VI Louisiana
Garden Club Federation Inc. and the Deep South Region of the
National Garden Clubs Inc.
